Emma Houiellebecq is a Senior Research Associate in the Sustainability Team at Signal49 Research, where she leads research on climate resilience and disaster recovery.
Past Work Experience
Prior to Signal49 Research, Emma spent eight years working as a humanitarian practitioner and researcher with the International Committee of the Red Cross (ICRC), applying systems approaches to design and implement resilience-building interventions in fragile and conflict-affected settings. Her work has involved extensive field experience in Ukraine, Venezuela, Gaza, Lebanon, and South Sudan, where she led projects across the water, energy, and health sectors.
Emma is currently completing her PhD at the University of Cambridge as a Gates Scholar and recipient of the 2025 Gates Cambridge Impact Prize.
