Dr. Sarah Munoz is a Senior Research Associate at Signal49 Research, specializing in climate change adaptation and policy. Her work focuses on examining the institutional and sociopolitical barriers to equitable adaptation, including climate-induced migration and disaster resilience. She has published on the politics of “climate refugees” and is currently developing a book on adaptation and immobility in Southeast Louisiana.
Dr. Munoz brings experience across both the non-profit and public sectors. She has coordinated an intersectoral climate emergency preparedness initiative in Montréal in partnership with regional public health and civil security organizations, served as a consultant to the Government of Nova Scotia, and held a postdoctoral fellowship with the Intersectoral Flood Network of Québec (RIISQ). Her work reflects a strong commitment to advancing equitable, evidence-based approaches to climate resilience and adaptation policy.
