From Newcomers to Game-Changers: A Scorecard for Immigrant Skill Utilization

Canada selects highly skilled and educated immigrants for permanent residency, yet many find themselves either unemployed or working below their qualification levels. Our scorecard measures how well municipalities are putting immigrant talent to work.

Overeducation compared to job requirements and involuntary part-time work are the biggest skill underutilization challenges across Canadian municipalities—both for immigrants and Canadian-born citizens. But immigrants fare significantly worse. Progress from 2022 to 2024 has been mixed. Most municipalities remained mid-range performers, and moving them toward higher performance will require targeted interventions.
