In the past decade, there has been a dramatic change in the role of the board of directors in reaction to the new governance regulations in private sector organizations and in the Crown corporation sector. This report seeks to provide an overview of governance in Crown corporations in Canada today, in both federal and provincial jurisdictions. Following a brief overview of the main characteristics of governance in the sector, the report provides a set of two scorecards. The scorecards are meant to 1) stimulate discussion, 2) highlight inconsistencies, and 3) identify perceived gaps in the governance of a Crown corporation. They were developed through a literature review and with input and guidance from Crown corporation CEOs and board chairs, and are designed to support Crown corporation leaders in their evaluation of success for the Crown corporation and in the application of good governance practices.
