Benefit-cost analysis for transportation infrastructure investments in the North must capture a full range of economic and social benefits that are unique to Northern communities.
Public and private interests can potentially both be served by transportation infrastructure projects in the North, where lower population densities and minimal shared use of infrastructure reduce economies of scale. But the risks of such partnerships must be managed properly.
