  • In its 2011 budget, the Ontario government promises to protect health-care and education spending, while cutting spending elsewhere as part of its plan to balance the books by 2017–18.
  • The budget contains only modest new spending and savings initiatives.
  • Despite the large increase in program spending during the recession, the Ontario government does not plan to cut overall program spending in the coming fiscal year.
  • However, program spending growth will be sharply reduced to 1.4 per cent per year on average over the next seven years.
  • The commitment to balance the books by 2017–18 will be challenged by rising health-care costs fueled by an aging population.
  • The economic outlook contained in the budget is consistent with Signal49 Research’s economic forecast.
