This is our fourth annual report on Canada’s socio-economic performance and potential.
This year’s report has two main purposes. The first is to provide a framework and supporting evidence to help us assess our social and economic performance. Benchmarking with six other countries is an integral part of this work. The second purpose is to help Canadians understand the underpinnings of our high quality of life and the challenges to be faced and overcome if we are to keep what we have and build upon it.

In Performance and Potential 1999, we take the theme of sustainability as a central idea and work it through the various topics we have chosen to address this year.
