Change began in the 1960s, and continuing to the present, has only intensified with the creation of modern treaties, a new territory, Nunavut, and devolutionary agreements, as witnessed most recently in the Northwest Territories.
The Role of the Public Sector in Northern Governance addresses a question central to the present and future development of the Canadian North: Is the public sector working effectively in its efforts to meet the needs of the North and Northerners and to address the challenges of the North within Confederation? The report compares governance practices and challenges in Canada’s territories—Yukon, Northwest Territories, and Nunavut, as well as in the Northern provincial regions of British Columbia, Alberta, Saskatchewan, Manitoba, Ontario, Quebec, and Newfoundland and Labrador.
