Remedies to address road congestion are often predicated on the presumption that road users do not cover road infrastructure costs. Where the Rubber Meets the Road: How Much Motorists Pay for Road Infrastructure estimates the extent to which road users and particularly light-duty vehicle users cover their costs in Ontario. In addition, it estimates the extent to which road users cover infrastructure costs in Ontario’s largest urban area, the Greater Toronto and Hamilton Area (GTHA).
The report finds that road users in Ontario cover a significant portion of road infrastructure costs and that cost recovery in the GTHA is higher than it is for the province as a whole. A subsequent report will further interpret these results and place them into the context of the broad principles that ought to govern our infrastructure policy.
