Air policy in Canada underwent significant change that benefited air passengers through growth and renewal of the air infrastructure in the 1990s and 2000s. Despite these benefits, Canada’s air transportation sector has yet to fulfill its potential.

This report aims to assess the potential of the Canadian air transportation industry in light of a new National Air Transportation Policy that will allow the industry to be more competitive. It finds that removing barriers to visit and transit through Canada, reviewing the execution of the full user pay approach, and enhancing the customer service aspect of border and security services while maintaining the integrity of safety and security should be high on policy-makers’ agenda.
