This quarterly survey poses ten qualitative questions regarding the business climate and investment intentions to senior officers of approximately 2,000 Canadian business organizations. Responses to three select questions are used to construct the Index.

The Business Confidence Index recovered slightly in fourth quarter 2002, to 135.3, remaining above the three-year average. The gain was small and responses were again mixed, wavering between economic improvement and a continuation of the status quo. The increase in all three index components was encouraging.
