Despite the long history of economic and political cooperation, Canada and the European Union’s trade and investment relationship has languished over the last decade with little progress towards deepening economic integration. examines the Canada–European Union relationship through literature reviews and business interviews to gain a better understanding of the issues facing the trade and investment relationship.

Both non-tariff and tariff barriers to trade continue to impede the relationship. The Trade and Investment Enhancement Agreement (TIEA) is a positive step forward in addressing non-tariff barriers such as regulations and standards and mobility of personnel. However, there is a perceived lack of political will in moving the initiative from a framework agreement into action.

This report suggests that while Canadian and European business are satisfied with the overall state of the Canada–EU trade and investment relationship, the relationship is underdeveloped and has languished in the last decade. The report concludes that Canada is missing out on a rich opportunity for a more dynamic and prosperous relationship with the EU.
