The Quebec government hopes to balance its books by 2013–14, mainly by keeping a very tight lid on most program spending.
According to Budget 2011, health-care spending will expand by 5 per cent per year over the budget forecast horizon.
Post-secondary tuition fees will increase by $325 per year over the next five years, but the cost of university tuition will remain low in Quebec.
Other unspecified budgetary measures totalling $1.7 billion will help reduce the deficit from $3.8 billion in 2011–12, to $1.5 billion in 2012–13, and then to balance by 2013–14.
Stronger-than-expected program and infrastructure spending suggests that the budget would add modestly (roughly 0.3 per cent) to our economic outlook for 2011.
Overall, the Quebec government is headed in the right strategic direction but it needs to add more precision to its plans in order to restores fiscal balance by 2013–14.
