This is the fifth edition of the biennial survey. This report summarizes the results of a questionnaire sent to small, medium-sized and large organizations across Canada and all major industries in the private sector. Crown corporations, quasi-public sector organizations and government departments were also part of the sample.

In 1998, for the first time, the Board partnered with the American Society for Training and Development (ASTD) to conduct the survey on training and development expenditures and practices. The goal of this partnership was to use a common survey instrument to:
- compare Canadian training and development expenditures and practices with those of the United States and other countries;
- reduce corporate survey fatigue; and
- foster international research collaboration.
