Make the Skills Connection

In the summer of 1999, Signal49 Research and Human Resources Canada (HRDC) entered into a strategic alliance. The overarching goal of this partnership is to identify best practices of how Canadians make successful labour market transitions.

Document Highlights 

This case study points to some gaps in relation to equipping Canadians with the skills they need. It recommends a comprehensive practical strategy to develop and support transitions for individuals who are outside the publicly funded education system.
