- The government will focus on keeping spending under control to maintain a balanced budget, as the economy is expected to increase at a modest pace over the next few years.
- Nevertheless, the government plans to increase its investment in education, provide some modest relief for heavily burdened taxpayers, and inject funds into its economic development plan.
- The meagre planned growth in health spending of 2.4 per cent is far below the minimum 4.2 per cent that the Institut du Quebec has deemed necessary to maintain the current level of health care services.
