Graham Dobbs investigates the role of innovation in Canada at the intersection of public policy, the economy, and society. He leads research projects, manages councils, and has an active role in news and media engagements. Graham’s current research outputs focus on delivering actionable insights into emerging technology adoption in Canada, the influence of AI on the future workforce, and practical solutions for AI adoption in the economy. He leads mixed-methods research, convenes innovation and education decision makers, and serves as a media spokesperson and op-ed author for the Board’s research.

Graham previously spent time at the Labour Market Information Council and The Dais at Toronto Metropolitan University (formerly the Brookfield Institute for Innovation and Entrepreneurship) as a Senior Economist with a primary focus on labour, education, and innovation economics. His previous works investigated Canada’s post-secondary data availability and systems, AI’s influence on skill demand, and the causal productivity impacts of AI adoption among Canadian firms. Graham makes regular contributions to The Globe and Mail, The Financial Post, and The Toronto Star, and has been featured on the OECD’s AI Observatory.
